According to the Comptroller's office, instances where employees' have blank "position title" columns but filled "total paid" columns are "byproducts of the State issuing back pay to workers who were the subject of a lawsuit brought on by AFSCME." Those without "position title" data have likely retired or otherwise left state employment, so their only pay that year was back pay.
