In response to the COVID-19 pandemic, the EIDL program was expanded to all small businesses, agricultural businesses, and nonprofit organizations in all states and territories. The Small Business Administration was forced to release detailed information on these COVID-19 EIDL loans in response to a FOIA act filed by a coalition of news organizations.
